How do you apply for a government tender in Uttarakhand?

Every department, board, development authority and municipal body in the state publishes through one portal, and bids can only be submitted there. Two of the steps below run on someone else's timetable: a digital signature takes a few days to issue, and an EMD instrument has to physically reach the department. If a tender closes next week, those two decide whether you can bid at all, so read this in order.

What you need before you start

Step 1. Enrol as a bidder

Enrolment is free and takes a few minutes. Use the online bidder enrolment link on the portal home page and register with an email address you will keep, because it becomes your user id and every notification about your bids goes there. Register once for the whole state: the same login works across all departments on the portal.

Step 2. Get a Class 3 digital signature and map it

The portal will not accept a bid that is not digitally signed. You need a Class 3 certificate from a certifying authority licensed by the Controller of Certifying Authorities, which means presenting yourself in person for identity verification. Ask for both key pairs, signing and encryption, because a signing certificate on its own will not carry you through bid submission.

Budget roughly two to three thousand rupees, and expect three to seven days for issue. Certificates are issued for one or two years and then have to be renewed. The signature belongs to a person rather than to a company, so it is taken in the name of the director or authorised signatory who will sign the bids.

Once the token is in hand, log in and register the certificate against your account. Do this well before a deadline. A certificate that has been mapped to one account cannot later be moved to another, it can only be deactivated, so map it to the account you actually intend to bid from.

Step 3. Read the tender document properly

Download the full set of documents, not just the notice. The notice gives you dates and amounts, while the bid document carries the eligibility conditions, the required certificates and the contractor class. Check whether a contractor class is specified, because bidding outside your registered class wastes the fee.

Check for a corrigendum before you finalise anything. Departments amend dates, quantities and conditions after publication, and an amended closing date is the version that counts. If something in the document is unclear, raise the query through the portal within the clarification window rather than assuming.

Step 4. Tender fee and EMD

Most tenders here take these offline, by demand draft, fixed deposit receipt or bank transfer, drawn in favour of the officer and payable at the place named on the tender. The tender page on this site lists both amounts where the department has published them.

This is where bids die. When payment is offline, the original instrument has to reach the tender inviting authority before bidding closes, and the scanned copy you upload must be the same instrument. If the physical document and the scan do not match, the bid is rejected outright, with no opportunity to correct it.

Step 5. Prepare the covers and the BOQ

Bids are organised into numbered covers, and the tender tells you how many. A three cover tender typically wants proof of fee and bid security in the first, technical and qualification papers in the second, and the priced bill of quantities in the third. Put each document in the cover it belongs to.

Do not edit the BOQ template. Download the spreadsheet attached to the tender, fill in only your name and your rates, and upload that same file. Changing its structure, renaming it or rebuilding it in your own format makes the bid liable to rejection.

Upload documents as PDF or spreadsheet files, and scan paper at about 75 to 100 dots per inch. That stays readable while keeping files small enough to upload over a weak connection, which matters more than it sounds when you are bidding from a hill district on the last afternoon. Make sure files are clean and open properly, since a document that cannot be opened at bid opening can cost you the bid. If you bid often, keep your standing certificates in the portal's document store and attach them from there instead of uploading the same papers each time.

Step 6. Submit, then freeze

Bid submission opens on its own date, which is often later than the publication date. Everything you enter is encrypted in your browser before it is sent, and stays sealed until the official bid opening, so no one at the department can see your rates early.

Uploading is not submitting. The bid is only complete once you click Freeze Bid. A bid left unfrozen is treated as incomplete and is not evaluated at all, and this is the single most common way a prepared bid is lost.

After freezing you get a bid summary with a bid number and a timestamp. Print it and keep it. It is your proof of submission and your entry to the bid opening event.

Watch the clock, and not your own

Deadlines run on the portal's server clock, shown at the top of the page, on Indian Standard Time. Your computer's clock has no standing. Departments are explicit that they will not entertain delays caused by your connection, your browser or a last minute upload, so aim to finish a day early. Withdrawal and resubmission are possible on many tenders while the window is still open, which is only useful if you submitted with time to spare.

The most common reasons bids fail

  1. The bid was uploaded but never frozen.
  2. The BOQ was modified, renamed or replaced with the bidder's own sheet.
  3. The EMD original did not reach the department in time, or did not match the uploaded scan.
  4. A document required by the bid document was missing from its cover.
  5. The digital signature had expired, or was not registered to that login.
  6. A corrigendum changed a condition and the bid answered the original version.
